I was having the same problem and re-installing Windows Defender fixed the problem. Turns out that when I checked add/remove programs - windows defender Turns out that Defender was uninstalled at some point. Anyway, the problem seems to have fixed itself. Maybe we had corrupted virus (Norton) definitions.
